Release notes:
If you want an automatic install (Windows only), please get the .exe files.
If you prefer doing a manual installation, or use Kylix, get the "Zip Version" (.zip). This might be your choice if you already have a previous version of the driver and just wants to upgrade it. It includes the regular and packages drivers, and the libpq interfaces, for Windows and Linux.
